Motor Vehicle Abatements

Massachusetts Law Ch. 60A § 1 requires 3 pieces of documentation in order to administer an excise abatement:

  1. Application
  2. Vehicle
  3. Registration

All 3 documents are required in order to receive an abatement.

1 - Application

Please provide a completed and signed Motor Vehicle Excise Abatement Application (PDF).

2 - Vehicle

  • Did you sell or trade the vehicle? Please provide a copy of the Bill of Sale or Trade-In Agreement listing the vehicle make, model, year, vehicle identification number (VIN), and transaction date.
  • Did you gift the vehicle to a relative? Please provide a copy of Their New Registration.
  • Did you junk the vehicle? Please provide a copy of the Receipt from the junkyard listing the vehicle make, model, year, VIN.
  • Did you donate the vehicle? Please provide a copy of the Donation Letter listing the vehicle make, model, year, VIN, and transaction date.
  • Was the vehicle totaled? Please provide a copy of the insurance company's Statement of Total Loss that includes the vehicle make, model, year, VIN, and date of loss.
  • Was the vehicle repossessed? Please provide a copy of a Letter from the Finance Company that includes the vehicle make, model, year, VIN, and date of repossession.
  • Did you move to a different state? Please provide a copy of the Out-of-State Registration.
  • Was the vehicle not garaged in Grafton and you received a bill from Grafton? Please provide a copy of your Coverage Selection Page from your insurance company that shows the principal place of garaging in another town in MA as of January 1.

3 - Registration

  • Did you cancel the registration? Please provide a copy of the Plate Cancellation Receipt.
  • Did you transfer the registration? Please provide a copy of the New Registration.
